Cambodian foreign policy at times faces criticism for its tendency to lean toward China and away from the United States. Khmer Times meets with two experts in the field of international relations, Kin Phea, director of the Royal Academy of Cambodia’s International Relations Institute, and Lim Menghour, deputy director of the Mekong Centre for Strategic Studies of the Asian Vision Institute, to discuss the issue.
KT: In your own opinion, how do you describe the Royal Government’s foreign policies under the leadership of the Cambodian People’s Party? And are they beneficial to the country?
Mr Phea: Before we can describe the policies, we have to look at their foundation first. As mentioned in the constitution of the Kingdom of Cambodia, our foreign policies uphold permanent neutrality and non-aligned movement. Meanwhile, Cambodia, as a small state positioned between two superpowers, within a highly competitive context, always wants to live in peace and positivity with every country in the world and the region.
